Home Minister Datuk Seri Ahmad Zahid Hamidi said both of them would be there to resolve several legislation pertaining to the tragedy of downed Malaysia Airlines (MAS) MH17.
This came after the Ukrainian government had ratified the agreement on Tuesday, which would allow 90 non-military personnel from Malaysia to join the Dutch-led team to facilitate the recovery of remains from the crash site. The agreement was ratified following discussions between Prime Minister Datuk Seri Najib Razak and Ukrainian president Petro Poroshenko.

Malaysia wants the ‘missing’ Ukrainian ATC tapes

KUALA LUMPUR: UKRAINE has denied that its State Security Service (SBU) had seized the air-to-ground transmission tapes between its air traffic controllers and Malaysia Airlines flight MH17 on the day the jetliner was shot down.
Its ambassador to Malaysia Ihor Humennyi, in an exclusive interview with the New Straits Times, said that reports alleging that the SBU had seized the recordings had not been independently verified or confirmed by Kiev.
“There is no proof or any evidence that the tapes were confiscated by the SBU.
“I only read this in the newspapers.”
Almost immediately after the shootdown, several news agencies, including the British Broadcasting Corporation, carried reports saying that Ukraine’s SBU security service had confiscated recordings of conversations between Ukrainian air traffic control officers and the crew of the doomed airliner.
If indeed the SBU had not seized the tapes, then where are the air-to-ground communications tapes between MH17 and the ATC?
When asked this, Humennyi said he did not have the answers.
Asked if the tapes had been handed over to the investigators, Humennyi said: “We don’t have any information that it had not been given to the investigation team or that it was not received by the (team of international) investigators.
Humennyi said that if a formal request was made by Malaysia or the international investigation team, Ukraine would extend its cooperation. At one point, Humennyi seemed to question the significance of the ATC tapes, saying that “it is just the same as the flight
data and cockpit voice recorders”.
Aviation experts, however, point to the recordings as being another crucial layer of evidence in piecing together the events leading up to the point of missile impact with the airliner and the massive explosive decompression and airframe break-up that followed as the Boeing 777-200 plummeted 33,000 feet to the ground, killing all 298 passengers on board.
Equally puzzling is the international investigation team’s apparent snail’s pace at requesting for the tapes from Ukrainian ATC.
Three weeks into the tragedy and the Ukrainians have yet to receive any formal request for the tapes.
Yesterday, when asked, Attorney-General Tan Sri Abdul Gani Patail said Malaysia would make a formal request for the ATC recordings.
However, he did not commit to a definite timeline.

U.S. analysts conclude MH17 downed by aircraft

KUALA LUMPUR: INTELLIGENCE analysts in the United States had already concluded that Malaysia Airlines flight MH17 was shot down by an air-to-air missile, and that the Ukrainian government had had something to do with it.
This corroborates an emerging theory postulated by local investigators that the Boeing 777-200 was crippled by an air-to-air missile and finished off with cannon fire from a fighter that had been shadowing it as it plummeted to earth.
In a damning report dated Aug 3, headlined “Flight 17 Shoot-Down Scenario Shifts”, Associated Press reporter Robert Parry said “some US intelligence sources had concluded that the rebels and Russia were likely not at fault and that it appears Ukrainian government forces were to blame”.
This new revelation was posted on GlobalResearch, an independent research and media organisation.
In a statement released by the Ukrainian embassy on Tuesday, Kiev denied that its fighters were airborne during the time MH17 was shot down. This follows a statement released by the Russian Defence Ministry that its air traffic control had detected Ukrainian Air Force activity in the area on the same day.
They also denied all allegations made by the Russian government and said the country’s core interest was in ensuring an immediate, comprehensive, transparent and unbiased international investigation into the tragedy by establishing a state commission comprising experts from the International Civil Aviation Organisation (ICAO) and Eurocontrol.
“We have evidence that the plane was downed by Russian-backed terrorist with a BUK-M1 SAM system (North Atlantic Treaty Organisation reporting name SA-11) which, together with the crew, had been supplied from Russia. This was all confirmed by our intelligence, intercepted telephone conversations of the terrorists and satellite pictures.
“At the same time, the Ukrainian Armed Forces have never used any anti-aircraft missiles since the anti-terrorist operations started in early April,” the statement read.
Yesterday, the New Straits Times quoted experts who had said that photographs of the blast fragmentation patterns on the fuselage of the airliner showed two distinct shapes — the shredding pattern associated with a warhead packed with “flechettes”, and the more uniform, round-type penetration holes consistent with that of cannon rounds.
Parry’s conclusion also stemmed from the fact that despite assertions from the Obama administration, there has not been a shred of tangible evidence to support the conclusion that Russia supplied the rebels with the BUK-M1 anti-aircraft missile system that would be needed to hit a civilian jetliner flying at 33,000 feet.
Parry also cited a July 29 Canadian Broadcasting Corporation interview with Michael Bociurkiw, one of the first Organisation for Security and Cooperation in Europe (OSCE) investigators to arrive at the scene of the disaster, near Donetsk.
Bociurkiw is a Ukrainian-Canadian monitor with OSCE who, along with another colleague, were the first international monitors to reach the wreckage after flight MH17 was brought down over eastern Ukraine.
In the CBC interview, the reporter in the video preceded it with: “The wreckage was still smouldering when a small team from the OSCE got there. No other officials arrived for days”.
“There have been two or three pieces of fuselage that have been really pockmarked with what almost looks like machinegun fire; very, very strong machinegun fire,” Bociurkiw said in the interview.
Parry had said that Bociurkiw’s testimony is “as close to virgin, untouched evidence and testimony as we’ll ever get. Unlike a black-box interpretation-analysis long afterward by the Russian, British or Ukrainian governments, each of which has a horse in this race, this testimony from Bociurkiw is raw, independent and comes from one of the two earliest witnesses to the physical evidence.
“That’s powerfully authoritative testimony. Bociurkiw arrived there fast because he negotiated with the locals for the rest of the OSCE team, who were organising to come later,” Parry had said.
Retired Lufthansa pilot Peter Haisenko had also weighed in on the new shootdown theory with Parry and pointed to the entry and exit holes centred around the cockpit.
“You can see the entry and exit holes. The edge of a portion of the holes is bent inwards. These are the smaller holes, round and clean, showing the entry points most likely that of a 30mm caliber projectile.
“The edge of the other, the larger and slightly frayed exit holes, show shreds of metal pointing produced by the same caliber projectiles. Moreover, it is evident that these exit holes of the outer layer of the double aluminum reinforced structure are shredded or bent — outwardly.”
He deduced that in order to have some of those holes fraying inwardly, and the others fraying outwardly, there had to have been a second fighter firing into the cockpit from the airliner’s starboard side. This is critical, as no surface-fired missile (or shrapnel) hitting the airliner could possibly punch holes into the cockpit from both sides of the plane.
“It had to have been a hail of bullets from both sides that brought the plane down. This is Haisenko’s main discovery. You can’t have projectiles going in both directions — into the left-hand-side fuselage panel from both its left and right sides — unless they are coming at the panel from different directions.
“Nobody before Haisenko had noticed that the projectiles had ripped through that panel from both its left side and its right side. This is what rules out any ground-fired missile,” Parry had said.

EU-Russia ‘trade war’ to finish within 3 months – Danish biggest lender
Reciprocal trade sanctions by Russia and the EU should not last longer than 3 months, as both economies will feel they can’t afford that, according to experts from Denmark’s largest bank, Danske Bank.
“We believe an escalating trade war would be unbearable for both Russia and the EU, and that the EU will revoke the sanctions within one to three months, with Russia abolishing its own sanctions,” said the bank’s report called ‘The Ukrainian Crisis: the Nordic angle’.
The report focuses on Nordic markets and said that should energy become involved in the dispute, the losses for both Russia and the EU would be sky-high.
Russia is Europe’s biggest gas supplier providing about 30 percent of the region’s total demand.
Experts say the Ukrainian crisis will have a modest direct impact on the European economy, with the biggest risk coming from negative sentiment.
Finland is thought of as the most vulnerable country, and is expected to contract 0.2 percent this year. This is because the country’s trade, tourism and foreign direct investment are closely connected with Russia and Ukraine.
Scandinavian countries are expected to feel a limited affect. Norway may even benefit from sanctions long term, if Europe starts using Norwegian gas as an alternative to Russian supplies, the report concluded.

Russia to deploy fifth-gen fighters, S-500 missiles in 2016

In 2016, the Russian military will start deploying two advanced weapons, the fifth-generation fighter jet PAK FA and the long-range surface-to-air missile systems S-500, chief of the Russian Air Forces said.
Lieutenant General Viktor Bondarev gave an outline of his branch’s modernization plans, including the build-up of Arctic infrastructure, in a radio interview with the Russian News Service station on Sunday.
The flight trials of PAK FA (T-50) will soon be over, and in 2016 the Air Force is planning to start commissioning the aircraft into service, the general said.
PAK FA is Russia’s first fifth-generation fighter jet built by the Sukhoi Corporation. So far five prototypes have been completed and are undergoing various tests. The fighter is scheduled to eventually replace Sukhoi Su-27s.
“It took part in the [international pilot competition] Aviadarts twice and performed aerobatic flights in pair. I believe the aircraft has a brilliant future,” the general said.

Another new addition to the ranks planned for 2016 is S-500, a state-of-the-art long-range air defense system developed by Almaz Antei, Bondarev said. The producer is finalizing new missiles for the system, which would have advanced homing electronics.
“The missiles will have a build-in intelligence system, which will analyze the aerial and radar environment and take decisions about its altitude, speed and direction of the flight,” the general said.
S-500 is an advanced version of S-400 with dedicated components designed to intercept ballistic missiles at a height of up to 200 km. The system is expected to be able to shut down up to 10 incoming ballistic missiles simultaneously. It also has an extended radar range compared to S-400.

Gen. Bondarev confirmed the previously reported schedule for the development of PAK DA, a new Russian strategic bomber. So far little has been made public about the aircraft, which is to replace Tupolev Tu-95s and Tu-160s as the backbone of Russia’s aerial nuclear capability. It’s rumored to be a sub-sonic flying wing design and may have a new nuclear-capable cruise missile developed for armament.
The general confirmed that the Air Forces expect Tupolev to produce first prototypes of PAK DA by the end of the decade and launch series production in 2021-2022. In the meantime, modernization programs for Tu-95s and Tu-160s are enough to keep the Russian strategic bomber fleet in good shape and sufficient for the renewed long-range flight missions, he said.
Arguably the biggest modernization effort required from the Air Forces is focused on the Arctic infrastructure. Back in Soviet times the military maintained a massive network of airfields and radar stations in the north, but they were neglected in the years following the USSR’s collapse. With rich Arctic resources becoming more accessible and a potential for a conflict in the area growing, the Russian military are rebuilding the Arctic bases.
“We don’t see any rivals in the Arctic now, but if a challenge comes, we must be prepared to defend this region. The presence in the Arctic will be increased,” General Bondarev said.
Russia this year reopened the Temp airfield on Kotelny Island north of eastern Siberia, the general announced. There are plans to enlarge the bases in Tiksi, Alykel, Vorkuta and Anadyr. In the future, full-strength divisions and regiments of the Russian Air Force will be deployed in the north.

Ecuador doesn’t need anybody’s permission to export agricultural products to Russia, which now has a big gap that needs to be filled after it banned supplies from a number of western countries, said President Rafael Correa.
“I want to immediately say that we don’t need to get anybody’s permission to sell products to friendly countries: as far as we know Latin America isn’t a part of the European Union,” as RIA cites Correa’s Tuesday comments to the Andes press agency.
His comments come a day after the Financial Times said the EU was going to persuade Latin American countries not to replace its agricultural exports to Russia.

“Let’s wait for the official complaint from [from the EU] and we’ll give a response to that,” Correa said.
At present, bananas, cut flowers, coffee, and tea are the key goods exported by Ecuador to Russia. Data from the country’s embassy in Moscow says that revenue from sale of bananas and roses are the second biggest outside of oil. In the first five months of 2014 Ecuador exported 580,000 tons of bananas and 9,300 tons of roses.

Russian Sanctions Are Political Nightmare for Brussels

MOSCOW, August 8 (RIA Novosti) — The Russian embargo on food imports from the EU will have not only economic but also political consequences.
Judging by the reactions of some European leaders, it can be speculated that Moscow managed to hit a vulnerable point of the European Union. Polish and Finnish officials have already expressed their intentions to seek financial compensation from the European Commission.
The problem is that although the European leaders have repeatedly mentioned the principle of European solidarity, there is no legal mechanism to compensate the countries suffering from Russian retaliatory measures. It is also safe to assume that finding additional funds in order to pay the compensations will be a difficult task, given the dire state of the European economy.
Certainly, those issues will not prevent political leaders from countries affected by the Russian embargo from demanding financial aid because for them it is the only viable political strategy.
According to the EU ambassador to Russia, the European Union may lose up to 12 billion euro ($16 billion) because of Russia’s ban on food imports. However, this estimate is unlikely to be accurate because it only takes into account the direct damage inflicted by the ban. Farmers who are unable to sell their crops to Russia, won’t be able to pay their bank credit, their suppliers and employees. Affected countries, trade groups and agricultural unions will seek compensations from the European Union, rightly blaming Brussels for their woes.
Does the European Commission have a contingency plan for such a scenario? The obvious answer is “no”, because the bureaucrats never imagined that international sanctions is a game that can be played by more than one player. By banning European food imports, Vladimir Putin managed to shift the conflict between Moscow and Brussels from the realm of international politics into the realm of internal European politics.
The ruined farmers, the banks, the farmers’ suppliers and employees will demand a swift end to the standoff between the European Union and Russia. Despite all the rhetoric, it is unlikely that Europeans are ready to sacrifice their profits in order to help the US advance its geopolitical ambitions in Ukraine.
Even some die-hard Russophobes from the European financial press are beginning to understand that European sanctions will surely fail to help Ukraine and are therefore pointless. The Economist Intelligence Unit summed it up in a tweet:
Hopefully, it won’t take long for the decision makers in Brussels to reach the same conclusion, ditch the sanctions, tell Washington to stop meddling in Europe and finally create a meaningful continental security framework involving Russia.

SOCHI, August 11 (RIA Novosti) – Kremlin spokesman Dmitry Peskov said Moscow has a wide range of possible responses to Western sanctions under the rules of the World Trade Organization that can be used by any member.
“There is a whole range of measures and defined tools within the WTO which, of course, each WTO member state has the right to use. Countries have begun using these tools and other countries have the right to use the necessary argumentation for explanations of one or another action,” Peskov said.
“Russia is a member of the WTO, and as a WTO member, Russia will also use all of its possibilities that are provided for within the framework of this organization,” the press secretary said.
Peskov declined to comment on an “oil-for-goods” deal with Iran and said that possible US sanctions against Russia are not a constraint for Moscow to cooperate with other countries.
“The US threatens sanctions for practically anything Russia does; this is not a restraining factor,” Peskov said.
Last week, Russian Minister of Agriculture Nikolai Fedorov said Moscow is prepared to argue its case in limiting food imports from a number of Western countries and stand its ground in the WTO.
Russian President Vladimir Putin signed an order on economic measures to protect the country’s security on August 7. The decree banned the import of agricultural and food products from countries that have imposed sanctions on Russia for a year. The complete “blacklist” of food imports from Australia, Canada, the European Union, the United States and Norway includes meat, poultry, fish, seafood, milk, dairy products and fruits and vegetables.
A number of European countries such as Poland and Lithuania have already announced their plans to file complaints in the WTO over the Russian ban.
