“Agency won’t give GOP internal docs on climate research” by Timothy Cama
The federal government’s chief climate research agency is refusing to give House Republicans the detailed information they want on a controversial study on climate change.
Citing confidentiality concerns and the integrity of the scientific process, the National Oceanic and Atmospheric Administration (NOAA) said it won’t give Rep. Lamar Smith (R-Texas) the research documents he subpoenaed.
At the center of the controversy is a study that concluded there has not been a 15-year “pause” in global warming. Some NOAA scientists contributed to the report.Skeptics of climate change, including Smith, have cited the pause to insist that increased greenhouse gas emissions, mostly from burning fossil fuels, are not heating up the globe.
Smith, the chairman of the House Science Committee, vehemently disagreed with the study’s findings. He issued a subpoena for communications among the scientists and some data, leading to charges from Democrats that he was trying to intimidate the researchers.
Late Tuesday, NOAA provided Smith with some more information about its methods and data but refused to give Smith everything he wanted.
NOAA spokeswoman Ciaran Clayton said the internal communications are confidential and not related to what Smith is trying to find out.
“We have provided data, all of which is publicly available online, supporting scientific research, and multiple in-person briefings,” she said.
“We stand behind our scientists who conduct their work in an objective manner. It is the end product of exchanges between scientists — the detailed publication of scientific work and the data that underpins the authors’ findings — that are key to understanding the conclusions reached.
Clayton also refuted Smith’s implication that the study was political.
“There is no truth to the claim that the study was politically motivated or conducted to advance an agenda,” she said. “The published findings are the result of scientists simply doing their job, ensuring the best possible representation of historical global temperature trends is available to inform decision makers, including the U.S. Congress.”
Smith has been communicating with NOAA about the research since it was published in the summer, and their exchanges have grown increasingly hostile.
Rep. Eddie Bernice Johnson (Texas), the committee’s ranking Democrat, has sharply criticized Smith’s requests.
“By issuing this subpoena, you have instigated a constitutional conflict with an inquiry that seems more designed to harass climate scientists than to further any legitimate legislative purpose,” she wrote last week. “This is a serious misuse of congressional oversight powers.”

My activism began in the 1960s, and later began to focus on DDT, and other toxic waste dumped in land and into the rivers along with alternative clean energy and all of the issues that we know are part of the real environmental movement.
Please, do not allow institutions and technocrats to further divide our community of effort to heal the World.
My message is not of divisiveness, but rather seeking grassroots cooperation.
When labels (such as “deniers”) are thrown like stones to harm individuals who also want a healthy and resilient environment, then the technocrats win to enforce their policy of world domination.
A sincere disagreement exist between individual activists who both want a healed world, one side is unwittingly embracing the technocratic hidden agenda that aims to enforce a worldwide carbon treaty and population control via institutional world governance.

Atmosphere of Hope is a recent talk in which Australian environmentalist Tim Flannery summarizes the prospects for limiting and reducing atmospheric CO2 levels. Flannery is a new breed of environmentalist who questions the value of climate alarmism.
The upcoming COP21 conference in Paris will be very different from past climate conferences in that participating countries have already committed to specific emission reduction targets. Because these commitments have been made public (see How COP21 commitments stack up) environmentalists can already predict the effect they will have on total CO2 levels.
Thanks to the recent “decoupling” of reduced fossil fuel use and economic growth, Flannery is extremely confident that most governments will keep their commitments. While these targets are inadequate to limit global warming to 2 degrees centigrade (and preserving civilization as we know it), Flannery is extremely confident that new carbon capture technologies will make up the shortfall.
Successfully Decoupling Fossil Fuels and Economic Growth
The main argument our political leaders give against reducing fossil fuel consumption is the negative effect on economic growth. Thanks to a big drop in the cost of renewable energy (and a big increase in energy efficiency), this argument no longer holds water. Between 2013 and 2014 there was no increase in global fossil fuel consumption (causing an oil glut that dropped prices to $40 a barrel). Yet the global economy continued to grow, thanks to the substitution of cheap renewable energy for fossil fuels.
Flannery also believes that “wavy energy” technology also played a big role in this decoupling. “Wavy energy” refers to a distributed grid technology (developed in Germany) that compensates for the intermittent nature of solar and wind energy – at any given moment some place in Germany is generating some form of renewable energy.
The Role of Carbon Capture Technologies
For me the most interesting part of the talk was the discussion of all the new carbon capture technologies being developed. Flannery divides geoengineering technologies into two categories. The first, which he refers to as “second way, “involves blocking sunlight by injecting sulfur based chemicals into the stratosphere. In his view, this is highly dangerous due to the risk of climate rebound effects (to say nothing of the health effects of the chemicals).
In contrast, “third way geoengineering” technologies remove CO2 from the atmosphere and sequester it. There are further subdivided into biological (natural) and chemical (industrial) based technologies. The latter require external energy input, which means they only reduce CO2 concentrations if they employ renewable energy.
Examples of biological third way technologies include
• Reforestation
• Biochar (charcoal produced from plant matter and stored in the soil as a means of removing carbon dioxide from the atmosphere)
• Wood waste based plastics
• Carbon farming – Australia rewards farmers for replacing annual grasses and crops with perennial varieties that store carbon.
Examples of chemical third way technologies include
• Carbon negative concrete which absorbs CO2 over its lifetime
• Crushed serpentinites – minerals that capture CO2 as they weather and can be used for beaches, playgrounds, smoke stacks and carbon negative roof paint.
• CO2 based plastics
• CO2 based carbon fiber (used in the Boeing dream liner and carbon fiber cars) – would be cheaper than current carbon fiber, aluminum or steal
• A South Korean technology that employs used coffee grounds to capture methane.
• Chiller boxes in Antarctica – powered by wind energy, they would cause CO2 to solidify and fall as snow and then bury it under regular snow.

“Ron and Norman: I honestly think it would be extremely worthwhile for both of you to watch this video, given that it doesn’t mention the IPCC or carbon trading once.
I have made an in depth study of the Hartland Foundation and their efforts to introduce scientific skepticism in this debate. I think if you follow the money, you will find there is far more corporate money (most of it by the Koch brothers and Exxon) being invested in climate denial than in limiting global warming.
While it’s true that the insurance industry (which is suffering major losses owing to catastrophic climate events) is spending some money to promote carbon trading (which is a scam – there are no free market solutions to global warming – this is a neoliberal myth), it’s nowhere near the billions the Koch brothers are spending on climate denial – which is pretty much limited to the US I might point out.
The current pushback against fossil fuel companies is not coming from corporate money but from the climate justice movement – from poor and indigenous people in India, China, Greece, Germany, Canada. I just saw the film This Changes Everything Last Night. Prior to seeing it, even I had no idea how massive the global movement is. The renewable energy revolution in Germany wasn’t led by corporate money – it was led from below by an extremely effective mass movement.
Besides the fact that it’s funded by fossil fuel barons, the other major problem I have with the climate denial movement is that it exploits the really poor basic science training Americans receive in high school – putting them in a situation where they can only argue about whether the scientists are telling the truth or not. They are also really insulated – even with the Internet – from the mass movements being built in the rest of the world.
In Europe and New Zealand, people seem to have a more commonsense attitude towards the empirical science. We see our glaciers melting, sea levels rising for our Pacific neighbors and we’re suffering severe droughts and floods. Our fish stocks and coral reefs are dying because of ocean acidification. People here are less hung up on IPCC (I doubt many Kiwis know what it is). However they do understand the carbon cycle because they learned about it in school.
When scientists tell them about past geological history – when the planet was warmer because there was lots of CO2, methane and nitrous oxide in the atmosphere and none locked up in fossil fuels – they believe them because it’s easily verifiable. They refuse to be drawn on the IPCC debate because it’s irrelevant. They just know that continuing to burn fossil fuels and filling the atmosphere with more greenhouse chemicals is a really bad idea.”

The Agenda Behind Global Warming

There are those who claim that the UN is behind the global warming scam to create a one-world government. If we turn it down a notch and follow the money, we find a bogus agenda to raise taxes substantially in the name of the environment. I have reported that NOAA, the agency responsible for collecting this data, has refused to reveal their data. NOAA has been caught manipulating the data and changing history all to set the agenda for a massive tax increase.
Every real scientific investigation (Mind-Blowing Temperature Fraud At NOAA _ Real Science) disproves global warming and shows that we are heading into a cooling phase.
In this context, it is interesting to note that an important meteorological satellite (NOAA 16) reportedly broke apart on November 25. The Joint Space Operations Center (JSpOC) of the American forces noticed at 15:41 ET “an unknown number of related objects” that circled the suddenly destroyed NOAA 16 satellite.
According to the report, there was no collision. Now, they are claiming that the questionable satellite responsible for the data collection has broken apart due to a defective battery. This is perfect timing, just like the 9/11 attack on the Pentagon to kill the investigation into $2 trillion missing from the defense budget or the attack on WTC7, which was not even hit, but magically collapsed with all our evidence documenting every bank manipulation from when it began. This convenient destruction of the satellite will prevent anyone from investigating the global warming data manipulation that is being used to massively increase your taxes in the years ahead. Eliminating cash and moving the election ensures that everyone will pay for the real crisis — the sovereign debt crisis & the collapse of socialism.
This weather satellite was brought into orbit in 2000 and should operate for at least many years. The NOAA used the satellite in June 2014 until they then replaced it because of a “critical anomaly” decommissioned.
This year, however, the satellite blew up with another satellite: the satellite number 13 of the weather satellite program of the U.S. Armed Forces Defense Meteorological Satellite Program (DMSP). There also, they claimed that the explosion destroying the weather satellite was due to a faulty battery.
Is this just a coincidence, or is this part of the agenda?

Judicial Watch Sues for Documents Withheld From Congress in New Climate Data Scandal
DECEMBER 22, 2015
(Washington, DC) – Judicial Watch announced today that it filed a lawsuit on December 2, 2015, in the U.S. District Court for the District of Columbia seeking records of communications from National Oceanographic and Atmospheric Administration (NOAA) officials regarding methodology for collecting and interpreting data used in climate models (Judicial Watch v. U.S. Department of Commerce (No 1:15-cv-02088)). The lawsuit sought the same documents unsuccessfully subpoenaed by a House committee. Less than week after Judicial Watch served its lawsuit on NOAA, the agency finally turned over the targeted documents to Congress.
Judicial Watch sued the Department of Commerce after the agency failed to respond to a Freedom of Information Act (FOIA) request submitted on October 30, 2015 – NOAA is a component of the Department of Commerce. The timeframe for the requested records is October 30, 2014, through October 30, 2015, and requests all documents and records of communications between NOAA officials, employees, and contractors regarding:
Judicial Watch is investigating how NOAA collects and disseminates climate data that is used in determining global climate change. NOAA collects data in thousands of ways – from temperature gauges on land and buoys at sea, to satellites orbiting Earth. Considered the “environmental intelligence agency,” NOAA is the nation’s leading collector of climate data. In July, Representative Lamar Smith (R-TX) asked NOAA for both data and internal communications related to a controversial climate change study. After the agency refused to comply with the document request, Smith’s committee issued a subpoena on October 13. According to the Science, Space, and Technology Committee:
Judicial Watch sued the agency on December 2 and served the complaint on the agency on December 8. Less than a week later, on Tuesday, December 15, NOAA finally began to turn over documents to the House committee. That same day, NOAA called and told Judicial Watch that it would begin searching for documents responsive to Judicial Watch’s FOIA request.
On November 26, Smith published an opinion editorial in The Washington Times, which accused NOAA of tampering with data to help promote global warming alarmism:
“We have little doubt that our lawsuit helped to pry these scandalous climate change report documents from the Obama administration. The Obama administration seems to care not one whit for a congressional subpoena but knows from prior experience that a Judicial Watch FOIA lawsuit cannot be ignored,” said Judicial Watch President Tom Fitton. “Given the lawless refusal to comply with our FOIA request and a congressional subpoena, we have little doubt that the documents will show the Obama administration put politics before science to advance global warming alarmism.”
Judicial Watch previously investigated alleged data manipulation by global warming advocates in the Obama administration. In 2010, Judicial Watch obtained internal documents from NASA’s Goddard Institute for Space Studies (GISS) related to a controversy that erupted in 2007 when Canadian blogger Stephen McIntyre exposed an error in NASA’s handling of raw temperature data from 2000-2006 that exaggerated the reported rise in temperature readings in the United States. According to multiple press reports, when NASA corrected the error, the new data apparently caused a reshuffling of NASA’s rankings for the hottest years on record in the United States, with 1934 replacing 1998 at the top of the list.
In late 2014, Judicial Watch litigation forced out documents withheld in response to another congressional subpoena – one issued in the Fast and Furious scandal. Thanks to the Judicial Watch lawsuit, Congress finally obtained the information it had sought for years on Obama’s gun-running scandal.
