We contend that: The Treaties are nation to nation agreements between The Crown and First Nations who are sovereign nations. The Treaties are agreements that cannot be altered or broken by one side of the two Nations. The spirit and intent of the Treaty agreements meant that First Nations peoples would share the land, but retain their inherent rights to lands and resources. Instead, First Nations have experienced a history of colonization which has resulted in outstanding land claims, lack of resources and unequal funding for services such as education and housing.
We contend that: The state of Canada has become one of the wealthiest countries in the world by using the land and resources. Canadian mining, logging, oil and fishing companies are the most powerful in the world due to land and resources. Some of the poorest First Nations communities have mines or other developments on their land but do not get a share of the profit. The taking of resources has left many lands and waters poisoned – the animals and plants are dying in many areas in Canada. We cannot live without the land and water. We have laws older than this colonial government about how to live with the land.
We contend that: Currently, this government is trying to pass many laws so that reserve lands can also be bought and sold by big companies to get profit from resources. They are promising to share this time…Why would these promises be different from past promises? We will be left with nothing but poisoned water, land and air. This is an attempt to take away sovereignty and the inherent right to land and resources from First Nations peoples.
We contend that: There are many examples of other countries moving towards sustainability, and we must demand sustainable development as well. We believe in healthy, just, equitable and sustainable communities and have a vision and plan of how to build them. Please join us in creating this vision.

In a statement to Reuters today, Vatican officials announced that Joseph Ratzinger will remain a permanent resident of Vatican City after his resignation. Doing so will offer him legal protection from any attempt to prosecute him in connection with sexual abuse cases around the world, Church sources said today
“His continued presence in the Vatican is necessary, otherwise he might be defenseless”.
This startling admission of guilt by the church is also a direct obstruction of justice, and lends more weight to the charge by the ITCCS and others that the Vatican has arranged with the Italian government to shield Ratzinger from criminal prosecution, in violation of international laws ratified by Italy.
Commentary:
The Vatican decided today to give permanent sanctuary to a proven war criminal by allowing Joseph Ratzinger to obstruct justice and evade prosecution for crimes against humanity. And the government of Italy is colluding in this abrogation of international law.

…”Judge Allan Roberts was to hear several cases as part of a standard police list day, but 50-80 supporters of Kiri Campbell, who was due to appear on charges of using a document for pecuniary advantage, forced him to remain in his chambers.
The public gallery was packed with people, some even having to sit on the floor. One protester was waving a flag and Judge Roberts, through police, requested the flag be removed but the protester refused.
About six police and court security officers entered the courtroom at 10.15am to ask the protester to remove the flag a final time but he refused, and court officers including media were escorted from the courtroom.
Campbell could be heard in the cells screaming, prompting supporters to call out to her.
Campbell was taken from the courthouse in a police vehicle and the protesters held an impromptu hui outside the court.”…

Prince Khalid Bin Farhan Al-Saud has announced his defection from Al Saud royal family through a statement, calling on other princes to break their silence and reveal the truth for sake of God.
In his statement on Saturday, the Saudi prince referred to his ‘sufferings’ under reign of Al Saud regime describing them as bitter experiences that will be revealed by the Saudi twitter writer Mujtahid and Saudi activist Saad al-Faqih, who is currently living in London.
He said he thanked God that helped him understand the truth about Saudi regime through a “direct horrible personal experience” so that he could have a taste of what people suffered from throughout the country.
“With pride, I announce my defection from Al Saudi family in Saudi Arabia,” he wrote in his statement.
“This regime in Saudi Arabia does not stand by God’s rules or even (country’s) established rules and its policies, decisions, and actions are totally based on personal will of its leaders.”
“All that is said in Saudi Arabia about respecting law and religion rules are factitious so that they can lie and pretend that the regime obeys Islamic rules.”
He criticized the royal family for considering the country as its own property while silencing all voices from inside and outside the government calling for any change and reforms.
Khalid Bin Farhan said the ruling family has deliberately pulled the country to the current condition where cries of oppressed people are ignored. “They don’t think about anything but their personal benefits and do not care for country’s and people’s interests or even national security,” he added.
H warned that current problems of the Saudi Arabia are not “temporary or superficial” and they do not end at unemployment, low wages and unjustified distribution of common wealth, facilities and services.
“The problems are deep and real,” he said adding that they are concerned with political and financial corruption and abuse of power by the regime and fraud in the parliament and judiciary system.
The Saudi prince said everything that the pro-reform opposition says about country’s political, economical, judiciary, social and security condition as well as their abuse of religious values are true and “the situation is even worse than what is said in criticisms”.
He called on all those who cared for the future of the country to join him and the reform stream and break their silence on Al Saud corruptions.

President announces ‘Guaranteed Minimum Income’ for all citizens
Anastasiades: reform of social policy PRESIDENT Nicos Anastasiades on Friday announced the complete reform of social policy based on the principle of securing a Guaranteed Minimum Income for all citizens.
It should be fully in place by June 2014, he said.
“Beneficiaries will be all of our fellow citizens who have an income below that which can assure them a dignified living, irrespective of age, class or professional situation,” Anastasiades said in a statement.
He said the level of the Guaranteed Minimum Income would take into consideration the needs of every citizen and every household concerning nourishment, clothing, consumption of electricity and other indispensable items.
At the same time, it will guarantee the right for housing of the economically weaker groups of the population, he said. This will be done either through the subsidisation of the rent if the beneficiaries don’t own their own residence, or through the subsidisation of the interest on housing loans in the cases where people own a house but face problems in paying instalments.
“Also covered will be unforeseen expenses, which unfortunately come up in every household, such as, for example, absolutely necessary construction and repairs to houses, municipal taxes, etc,” he said.
“What I want to stress emphatically is that the Guaranteed Minimum Income will also be provided to thousands of our fellow citizens who, in spite of their needs, are not covered to this day by the existing system and they did not receive any substantial assistance from the state,” the president said.
He said these would include unemployed graduates of schools and universities, working people with particularly low earnings will have their income supplemented to reach the Guaranteed Minimum Income, and the self-employed, who have found themselves out of work and who, until now were not covered.
“Many of the pensioners with low pensions, without adequate contributions to the Social Insurance Fund, will also receive higher payments than they receive today,” said Anastasiades.
He said the general principle of the plan was that there would not be any citizen who was “not guaranteed the minimum needs for a dignified living in a European Country”.
The Guaranteed Minimum Income will replace, but will also be financed by a large number of allowances have been until now not targeted and often arbitrarily, given by different ministries and different services of the state.
“The policy of non-targeted and scattered allowance is terminated,” Anastasiades said.
“ A policy which, in spite of burdening significantly the public finances and the taxpaying citizens, did not manage to reduce the inequalities and often ignored fellow citizens who are truly in need.”
The new policy of social welfare will from now would be concentrated under the same authority – in other words, there will be a merging of services that until today were giving subsidies, whether these refer to the Ministry of Labour and social Insurance or the Ministry of interior or the Ministry of Finance.
Allowance that concern students will remain under the Ministry of Education.
The president said the level of the Guaranteed Minimum Income would be determined in an objective and scientific way by the Statistical services, with the International Labour Office playing a catalytic advisory role.
At the same time, the new policy provides for the continuation of the unemployment allowance at the level and duration that applies today, in other words six months.
“For the first time, however, with the introduction of the new system, our fellow citizens who continue to be unemployed will be able to continue to live with dignity, since they will be receiving the Guaranteed Minimum Income,” Anastasiades added.
“The single but absolutely necessary precondition is that they don’t refuse to accept offers for employment and to participate in the policies of continuous employment that are determined by the state,” he said.
The policies of active employment will be financed mainly by the European Social Fund, and they will aim to encourage and to facilitate the unemployed in their effort to find employment. They will concern programs for education, practical training or subsidized employment.
Beyond the Guaranteed Minimum Income, the Unemployment Allowance, and the policies of active employment, the new social welfare policy of the state will be supplemented through separate allowances that concern other groups of the population which have certifiable needs, such as, for example, paraplegics and the children with special needs and a stack of other similar categories.
He said the troika had accepted the government’s proposal “for a modern conceptualization on the policy of social welfare and prosperity”.
He said dialogue would start immediately for implementation of the new system by June 2014.

Pope Francis has named a new secretary of state, in what is seen as his most significant appointment since he became leader of the Catholic Church in March.
Archbishop Pietro Parolin, a 58-year-old Vatican diplomat, replaced Cardinal Tarcisio Bertone, 79, who is retiring.
Cardinal Bertone, appointed by Francis’ predecessor Pope Benedict, had been widely criticised over last year’s so-called “Vatileaks” scandals.
Leaked documents revealed corruption and infighting at the Vatican.
The secretary of state heads the Roman Curia, the central administration of the Catholic Church, and is the Pope’s chief adviser.
There has been a lack of co-ordination within the various dicasteries or administrative sections which form the Roman Curia or central government of the Roman Catholic Church during the past two decades.
The late Pope John Paul II was in poor health for almost a decade before his death in 2005 and left many decisions to his aides. His successor Pope Benedict has not been seen as a successful administrator.
Pope Francis has already set in motion the reform of the Vatican Bank which has allegedly been turning a blind eye to money-laundering by some of its clients.
But the appointment of his new secretary of state is by the most important single administrative act carried out by the new Pope since his election last March.
Pope reforms hit corridors of power
Archbishop Parolin, an Italian, is currently the Vatican’s nuncio – or ambassador – in Venezuela.
In a statement, he said he would give the Pope his “completely availability to work with him and under his guidance for the greater glory of God, the good of the holy Church and the progress and peace”.
The BBC’s David Willey in Rome says his appointment marks the beginning of the replacement or dismissal of several former key members of Benedict’s administrative team.
Pope Francis has also promised to stamp out abuses at the Vatican bank – officially known as the Institute for Religious Works.
Shortly after his appointment, he set up a commission to investigate the bank and report back to him personally.
He later issued a decree to combat money-laundering.
The Vatileaks scandals erupted in 2012, when former Pope Benedict’s butler, Paolo Gabriele, published confidential documents from Vatican offices alleging widespread corruption and mismanagement.
Gabriele was convicted and sentenced to 18 months in jail for stealing the papers, but he was subsequently pardoned by Benedict.

A federal judge has for the first time ruled that Bitcoin is a legitimate currency, opening up the possibility for the digital crypto-cash to soon be regulated by governmental overseers.
United States Magistrate Judge Amos Mazzant for the Eastern District of Texas ruled Tuesday that the US Securities and Exchange Commission can proceed with a lawsuit against the operator of a Bitcoin-based hedge fund because, despite existing only on the digital realm, “Bitcoin is a currency or form of money.”
Trendon Shavers of Bitcoin Savings & Trust (BTCST) was accused last year of scamming customers out of roughly $4.5 million worth of the cryptocurrency through his online hedge-fund. Shavers promised investors a weekly return of 7 percent, according to the federal complaint, but shut-down his site after collecting upwards of 700,000 bitcoins. When the SEC charged Shavers last month with operating a Ponzi scheme, he fought back by saying Bitcoin is not actual currency and can’t be regulated.
“The SEC asserts that Shavers made a number of misrepresentations to investors regarding the nature of the investments and that he defrauded investors. However, the question currently before the Court is whether the BTCST investments in this case are securities as defined by Federal Securities Laws,” Judge Mazzant wrote this week. “Shavers argues that the BTCST investments are not securities because Bitcoin is not money, and is not part of anything regulated by the United States. Shavers also contends that his transactions were all Bitcoin transactions and that no money ever exchanged hands. The SEC argues that the BTCST investments are both investment contracts and notes, and, thus, are securities.”
Despite Shavers’ argument, Mazzant weighed in this week with an opinion that’s not only quite the contrary, but could have widespread repercussions in the world of Bitcoin.
“It is clear that Bitcoin can be used as money,” Mazzant wrote. “It can be used to purchase goods or services, and as Shavers stated, used to pay for individual living expenses. The only limitation of Bitcoin is that it is limited to those places that accept it as currency. However, it can also be exchanged for conventional currencies, such as the US dollar, Euro, Yen and Yuan. Therefore, Bitcoin is a currency or form of money, and investors wishing to invest in BTCST provided an investment of money.”

About Last Week’s “Busted” Treasury Auction
The dealer in question is Wall Street’s biggest pure-play hedge fund (excluding JPM’s CIO office, and the Federal Reserve of course) Goldman Sachs, whose order at the September 9 3-Month bill auction did not come through, making it seem that there was far less demand for the paper, and resulting in a brief spike in the yield of 3 Month bills, which priced at a 0.02% yield, or about 50% higher than the 0.013% yield for the complex before the auction.
The Treasury, meanwhile, scrambling to remedy the situation, had no choice but to boost allocation to Goldman in the concurrent 6 Month Bill auction. As WSJ reports, “The Treasury made the decision to give Goldman more six-month T-bills than it had bid for in the two-minute span between the auction ending and the results being disseminated to the market. In making this decision, the Treasury chose to break one of its own rules for its debt auctions. The Treasury limits the amount of debt any one buyer can obtain in an auction to 35 %.… [as a result] the six-month bill auction appeared to have more demand and the bills sold at a lower rate than expected, at 0.035%. That is a tumble from comparable bills yielding 0.048% before the auction. Six-month bill yields fell to as low as 0.02% after the results were released. ”
Sadly, the Treasury has no problem with allowing the Fed to monetize up to 70% of any one CUSIP, albeit it happens in the secondary market from the same Primary Dealers who buy paper outright. So it is not technically “monetization.”

The WSJ correctly observes that the, “incident rattled the short-term debt market at a time when investors in U.S. government debt are adjusting their portfolios amid concern about the path of interest rates.”
Luckily this time it was just a Bill auction, which is not as closely scrutinized by the broader public, although the vast majority of money-markets, banks and corporations are very active participants in the cash-equivalent space. However, what if the TAAPS system encountered a “Taps” moment, and shut off not just Goldman but the majority of Primary Dealers (we hope the Syrian Electronic Army isn’t getting any ideas here), in a much more important benchmark security, say the 10 Year? How would the already jittery market react if instead of pricing just around the When Issued, the 10 Year were to price some 50% higher for some unknown reason?
One can only imagine the cross asset cataclysm that would ensue as the panic gripped the kneejerky, HFT-dominated bond markets, who, unclear what had just happened, decided to follow suit and dump it all…

What do members of the U.S. military think about the possibility of a war with Syria? So far, they appear to be overwhelmingly against it just like the rest of the general public. In fact, a new Twitter hashtag (#IdidntJoin) has been flooded with messages from service members expressing their displeasure with the idea of being forced to fight for al-Qaeda in Syria. This is consistent with what we have been hearing from other sources as well. For example, U.S. Representative Justin Amash recently sent out a tweet with the following message: “I’ve been hearing a lot from members of our Armed Forces. The message I consistently hear: Please vote no on military action against #Syria.” Of course there are probably a few members of the military that would love a war with Syria, but they appear to be very much in the minority. Hopefully the Obama administration and members of the U.S. Congress are listening.

In these photos they are wearing their uniforms, but they are obscuring their faces because they could potentially get in a lot of trouble for publicly defying the Obama administration.

There has also been quite a bit of disinformation surrounding the penalties. The penalty for not buying insurance was set up to increase gradually. In 2014 the minimal penalty is $95 or 1% of taxable income (whichever is larger), in 2015 it is $325 or 2% of taxable income, and in 2016 it is $695 or 2.5% of taxable income. The maximum penalty per family is currently capped at no more than 300% of the minimum penalty (so in 2016 that would be $695 x 300% = $2,085). Of course you’d have to be pretty naive to think that these minimum penalties won’t be increased over time. Remember when the income tax was first implemented most of the population only had to pay 1% of their paychecks to the Federal government. The percentage is obviously much higher now.

The European Parliament has voted to suspend its SWIFT data exchange agreement with the U.S.
They’ve called for US access to the SWIFT database to be halted following concerns that the US is spying on the EU, and not simply trying to combat terrorism.
EU lawmakers suspect that the US has abused an agreement giving it limited access to SWIFT.
As such, they voted to freeze Washington’s capacity to track international payments through the site.
The worry comes after leaked American documents indicating the US was covertly tapping into SWIFT were aired on Brazilian television. The US denies any wrongdoing.
Although the vote is not conclusive, it does reflect public anger at recent reports that US security agency the NSA is spying on European citizens.

Saudi Arabia rejects seat on UN Security Council
UNITED NATIONS (AP) — Just hours after winning a coveted place on the U.N. Security Council for the first time, Saudi Arabia did a stunning about-face Friday and rejected the seat, denouncing the body for failing to resolve world conflicts such as the Syrian civil war.
The unprecedented move at the United Nations appeared largely directed at Saudi Arabia’s longtime ally, the United States, reflecting more than two years of frustration.
The oil giant and the world’s superpower are at odds over a number of Mideast issues, including how Washington has handled some of the region’s crises, particularly in Egypt and Syria. It also comes as ties between the U.S. and Iran, the Saudis’ regional foe, appear to be improving somewhat.
The Saudis were displeased that the U.S. backed off threats of military strikes against Syria in response to its alleged use of chemical weapons. In Egypt, Washington has been critical of the military after it toppled President Mohammed Morsi, while Saudi Arabia has strongly backed the coup, giving billions of dollars to the new army-backed government.
Saudi Arabia’s reversal surprised U.N. diplomats and officials who had just welcomed the kingdom to a two-year term on the U.N.’s most powerful body for the first time. Several noted that the Saudis were lobbying for support right up until the vote.

Xinhua also said the following about the U.S. debt deal on Thursday: “[P]oliticians in Washington have done nothing substantial but postponing once again the final bankruptcy of global confidence in the U.S. financial system”. The commentary in the government-run publication also declared that the debt deal “was no more than prolonging the fuse of the U.S. debt bomb one inch longer.”

Debt Ceiling: China Calls for World to Be ‘De-Americanised’

It is not the first time Chinese leadership and newspapers have criticised Washington over a policy paralysis that threatens to devalue its dollar assets.
China’s official news agency has called for the creation of a “de-Americanised world”, saying the destinies of people should not be left in the hands of a hypocritical nation with a dysfunctional government.
Heaping criticism and caustic ridicule on Washington, the Xinhua news agency called the US a civilian slayer, prisoner torturer and meddler in others’ affairs, and said the ‘Pax Americana’ was a failure on all fronts.
It also called for an end to the use of the US dollar as the international reserve currency, a step that would ensure the international community could maintain a safe distance from the side-effects of domestic political turmoil in the United States.
Just one day after President Barack Obama signed into law a bipartisan deal to end the government shutdown and avoid default, the U.S. debt surged a record $328 billion in one day, the first day the government was able to borrow money.
“Usually Congress sets a borrowing limit, or debt ceiling, that caps the total amount the government can be in the red,” according to the report. “But under the terms of this week’s deal, Congress set a deadline instead of a dollar cap. That means debt will rise by as much as the government spends between now and the February 7 deadline.”
If the rate of spending continues as it has over the last five months, U.S. debt may eventually increase by as much as $700 billion or $0.7 trillion before it must apply for another increase to the debt ceiling.

In the past five years it has become apparent that America can survive a near-fatal financial system collapse, an economy teetering on the edge and kept ticking only thanks to the Fed’s now perpetual QE, a collapsing standard of living for everyone but the wealthiest 0.1%, declining wages, zero interest rates, surging food, energy, rent, tuition and welfare costs, and pretty much everything else, as long as the welfare state keeps humming along. Any be welfare state we mostly mean providing the daily bread to the nearly 50 million Americans living in poverty and surviving only thanks to the only thing to have exploded to epic record highs under Obama (in addition to the Fed’s balance sheet of course): foodstamp usage. However, the true stability of the US may be tested very soon following reports that due to a “possible computer glitch” the Electronic Benefits Transfer System, aka EBT, ala Foodstamps, is offline. Cue mass panic among the best-weaponized population in the world. Naturally, this latest fiasco involving a country that has grown accustomed to sucking on the government’s teat was immediately blamed on a “glitch” – just like everything else that is slowly but surely breaking in the New Normal.
CBS reports:
Reports from around the country began pouring in around 9 a.m. on Saturday that customers’ EBT cards were not working in stores. The glitch, however, did not appear to be part of the government shutdown. At 2 p.m., an EBT customer service representative told CBS Boston that the system was currently down for a computer system upgrade.
The representative said the glitch is affecting people nationwide. She could not say when officials expected the system to be restored.
People calling the customer service line were being told to call back later.
State officials said they were preparing a statement to further explain the issue.
The federal EBT website was unavailable due to the government shutdown.
People in Ohio, Michigan and several other states found themselves unable to use their food stamp debit cards on Saturday, after a routine check by vendor Xerox Corp. resulted in a system failure. Shoppers from Maine to Oklahoma had to abandon baskets of groceries because they couldn’t access their benefits.
Ohio’s cash and food assistance card payment systems went down at 11 a.m., said Benjamin Johnson, a spokesman for the Ohio Department of Job and Family Services. Ohio’s cash system has been fixed, however its electronic benefits transfer card system is still down. All states that use Xerox systems are affected by the outage.
Xerox spokeswoman Karen Arena confirmed via email Saturday afternoon that some EBT systems are experiencing temporary connectivity issues. She said technical staff is addressing the issue and expects the system to be restored soon.
As a reminder, this is how many Americans and households were on foodstamps as of the most recent monthly update (hint: a record).

While the system is now up and running, beneficiaries in the 17 affected states continue to experience connectivity issues to access their benefits. This disruption impacts EBT beneficiaries who rely on the system for SNAP and WIC. Technical staff is addressing the issue and expect the system to be restored soon. Beneficiaries requiring access to their benefits can work with their local retailers who can activate an emergency voucher system where available. US nuclear force facing series of missteps: Report
A series of missteps in US nuclear bases spell trouble for a nuclear force doubted by some for its relevance, the Associated Press reported on Friday.
The recent setbacks include a failed safety and security inspection at a base in Montana in August, followed by the firing of the colonel there in charge of security forces, the report said.
In May, 17 Minuteman 3 missile launch control officers at Minot Air Force Base, N.D., had been taken off duty over what one officer called “rot” inside the intercontinental ballistic missiles (ICBM) force.
The AP disclosed that launch crews at Minot scored the equivalent of a “D” grade on missile operations. The officer in charge of training and proficiency of Minot’s missile crews was fired in June.
The fired nuclear launch officers were “not taking the job seriously enough,” making their bosses concerned that they did not understand what it takes to “stay up to speed” on nuclear missile operations, the Air Force chief of staff, Gen. Mark Welsh, told Congress in May. What it boiled down to, he said, was a lack of “proper attitude.”
Capping the problems facing the US nuclear force, a two-star US general in charge of the Air Force’s nuclear intercontinental missiles was fired on Friday due to personal misbehavior.
Maj. Gen. Michael Carey was removed from command of the 20th Air Force, which is responsible for maintaining a total of 450 ICBMs at three bases across the US.
On Wednesday, Vice Admiral Tim Giardina, deputy commander at US Strategic Command, which oversees all nuclear war-fighting forces, was also fired for illegal gambling activities.

The latest step in the evolution of America’s police state
So say many Americans. And many Germans as well.
But one German, Ilija Trojanow, would disagree. He has lent his name to published documents denouncing the National Security Agency (NSA), and was one of several prominent German authors who signed a letter to Chancellor Angela Merkel urging her to take a firm stance against the mass online surveillance conducted by the NSA. Trojanow and the other authors had nothing to hide, which is why the letter was published for the public to read. What happened after that, however, was that Trojanow was refused permission to board a flight from Salvador da Bahia, Brazil, to Miami on Monday, September 30. Without any explanation.
Trojanow, who was on his way to speak at a literary conference in Denver, told the Spiegel magazine online website that the denial of entry might be linked to his criticism of the NSA. Germany’s Foreign Ministry says it has contacted US authorities “to resolve this issue”.
In an article published in a German newspaper, Trojanow voiced his frustration with the incident: “It is more than ironic if an author who raises his voice against the dangers of surveillance and the secret state within a state for years, will be denied entry into the ‘land of the brave and the free’.”
Further irony can be found in the title of a book by Trojanow: “Attack on freedom. Obsession with security, the surveillance state and the dismantling of civil rights.”
Director of National Intelligence James R. Clapper Jr., who oversees the NSA and other intelligence agencies, said recently that the intelligence community “is only interested in communication related to valid foreign intelligence and counterintelligence purposes.”
It’s difficult in the extreme to see how this criterion would apply in any way to Ilija Trojanow.
The story is a poignant caveat on how fragile is Americans’ freedom to criticize their Security State. If a foreigner can be barred from boarding a flight merely for peaceful, intellectual criticism of America’s Big Brother (nay, Giant Brother), who amongst us does not need to pay careful attention to anything they say or write.
Very few Americans, however, will even be aware of this story. A thorough search of the Lexis-Nexis media database revealed a single mention in an American daily newspaper (The St. Louis Post-Dispatch), out of 1400 daily papers in the US. No mention on any broadcast media. A single one-time mention in a news agency (Associated Press), and one mention in a foreign English-language newspaper (New Zealand Herald.)

(Reuters) – European Union member states have agreed the [document] of sanctions on Russia, including travel restrictions and asset freezes…
an annex to the sanctions document seen by Reuters – is expected to focus on targets close to Putin in the security services and military establishment as well as on prominent members of the Russian parliament.
In the past, EU sanctions against countries such as Syria, Libya and Iran have started with a list of around 20 people and entities linked to them, although Russia is a far larger country with more complex interconnections with the EU.
“The annex shall also contain, where available, the information necessary to identify the natural or legal persons, entities or bodies concerned,” reads the sanctions document.
“With regard to legal persons and entities, such information may include names, place and date of registration, registration number and place of business.”
